The U.S. Government's National Institute for Standards & Technology lays out the problem: horror stories, costs of repair, time needed, and testing. Testing constitutes 40% to 50% of the overall project's resources. The report ends: "It is a severe, immense problem, and all anyone can do is plan for its solution. It will not go away and it will most assuredly make itself known on January 1, 2000."
