Comment: 

The Congressional Research Service of the Library of Congress has released a report, "The Year 2000 Computer Problem: Activity in the 105th Congress" (Updated October 3, 1997). Author: Richard M. Nunno.

It reads:

"Testing is particularly laborious because the modified software must be tested in conjunction with all possible combinations of other software programs with which it interacts, to ensure that functioning has not changed" (p. 2).

All possible combinations! Think about it.
