Here is an incredible document. The State of Texas has an estimated 250 separate mainframe systems. So, to coordinate the entire repair, the state will pay someone with experience up to $65,000 a year.

As of early May, 1997, this position had not been filled. I wonder why not. Let me think on this for a while.

Anyone who thinks that Texas will be Year 2000-compliant is an optimist beyond anything I have encountered. Yet millions of Texans are betting their futures on it.

As for me, I've moved to NW Arkansas from Texas after 17 years.

Job #97-25: Overall coordination and facilitation of statewide Year 2000 efforts overseeing state agencies' and universities' progress toward year 2000 readiness. Involves planning, assessing, reporting, advising and monitoring. Includes overall of the Project Office functions, budget and supervision of staff. Development and coordination of overall statewide Year 2000 master plans at strategic and implementation levels. Manages disbursement of funds designated to state agencies. Works with advisory groups. Liaisons with Governor's Office and Legislature making presentations as needed. Initiates statewide IR master license agreements and contracts that result in reduced costs, enhanced services and other advantages for participating bodies. Provides technical consultation to agencies. Develops and maintains Year 2000 vendor relations. Promotes Year 2000 awareness.

Degree in computer science or related field required (two years of IR project management or similar experience may be substituted for each year of college). Five additional years of IR project management. Three years supervising staff. Experience with State of Texas IR reporting, preparing and delivering public presentations, working with various levels of staff and in collaboration with other entities. Experience with year 2000 projects and working directly with State of Texas leadership preferred. Salary range $58K to 65K depending on qualifications.

TITLE: Project Manager I (Statewide Year 2000 Project Manager)

GENERAL DESCRIPTION

Responsible for the overall coordination and facilitation of statewide Year 2000 efforts. Oversees state agencies' and universities' Year 2000 assessments, plans, conversion, and testing. Work involves planning, coordinating, reporting, advising and the overall development and supervision of the Project Office functions and staff. Includes highly responsive and specialized information technology quality monitoring of state agencies' and universities' progress toward Year 2000 readiness. Work is performed under the direction of the Executive Director with extensive latitude for use of independent judgement.

ESSENTIAL JOB FUNCTIONS

Develops and coordinates overall statewide Year 2000 master plans at strategic and implementation levels.

Manages Project Office and budget; supervises and evaluates performance of Year 2000 staff. Coordinates and facilitates quality oversight functions for statewide Year 2000 activities. Manages review of State agencies' year 2000 efforts. Manages and approves disbursement of funds from the State Comptroller's Office to designated state agencies for Year 2000 efforts. Prioritizes the use of available state resources for Year 2000 efforts. Monitors progress and assesses effectiveness of overall statewide Year 2000 efforts. Develops and maintains Year 2000 vendor relations. Works closely with the Year 2000 Working Group and other advisory groups as needed. Provides advice on emerging technologies and technical consultation and assistance for agencies' needs. Identifies opportunities for consolidation of statewide Year 2000 activities and initiates statewide information technology master license agreements and contracts that result in reduced cost, enhanced services/products, and other advantages for participating government entities. Makes presentations to legislative bodies, agencies' officials, and other audiences as needed to advise and update on status of the state's progress toward Year 2000 goals; formulates and disseminates related reports as needed or required. Liaisons with Governor's Office and Legislature regarding Year 2000 activities. Promotes Year 2000 awareness.

QUALIFICATION REQUIREMENTS

Education:

Graduation from an accredited four-year college or university with major course work in data processing, information systems, computer science, or related field. (Two additional years of experience performing information resource duties such as or including: project management, project participation, inter-governmental involvement, or collaboration with other entities may be substituted for each year of college.)

Experience and Training Required:

Minimum of five years of progressively responsible project management experience in all aspects of information resources technology projects, at least three of which must include supervision or management of staff. Minimum of three years experience managing and monitoring multi-million dollar budgets. Experience with State of Texas information resources reporting requirements. Experience preparing and delivering public presentations. Experience working with various levels of staff and in collaboration with other entities.

Experience and Training Preferred:

Experience working directly with State of Texas leadership. Experience with Year 2000 projects. Experience as a State of Texas employee. Experience managing multiple, complex information resources projects.

Knowledge, Skills and Abilities:

Demonstrated negotiation skills and dispute resolution skills. Demonstrated knowledge of developing and amending state agency strategic and operating plans for information resources management. Demonstrated management and leadership skills that include planning, organizing, coordinating and supervising. Knowledge of principles, practices and techniques of computer programming and systems analysis. Thorough and current knowledge of information resources technology that includes hardware (mainframes, minicomputers, and microcomputers), software and data communications (local and wide area networks). Ability to communicate effectively both verbally and in writing. Ability to implement technical and management procedures and to evaluate their effectiveness. Ability to establish and maintain effective working relationships at all levels. Ability to work well under pressure and within limited time frames. Ability to motivate staff toward project completion. Ability and willingness to work evenings and weekends when necessary. Ability to interpret technical information relating to information resources technology and to communicate technical information effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with others. Skilled in the use of a personal computer and software applications to prepare correspondence, reports, spreadsheets, etc.; WordPerfect and Excel preferred. Willingness and ability to comply with all applicable safety rules, laws, and standards.
