At this time, there is no reason to believe that major remedies are going to be in place by Dec. 31, 1999. That means that our water may not be fit to drink due to malfunctionss in water purification controls; traffic lights may not be in sync; police and other protection services may not be able to communicate, due to problems with communications lines; and the courts, dependent on massive computer records, will not be able to keep track of evidence, court procedings or timetables on which prisoners should be released. . . .

WHAT ARE THE CHANCES THAT THERE WILL BE NO OR ONLY MINOR PROBLEMS WHEN THE CALENDAR FLIPS FROM 1999 TO 2000?

Zero. I will say there are many opinions about this, but of the people whose opinions are recognized and who are quoted in the press, the overwhelming majority feels it is going to be extremely serious. The others think it will [be] somewhat serious."
